All offences for which anv penalties and Recovery of i i A i i. penalties. forfeitures are by this Act imposed, not exceeding twenty pounds, over and above any forfeiture of value or treble value, shall and may be determined, and such penalties and forfeitures and forfeiture of value or treble value recovered, in every part of the United Kingdom, by one or more justice or justices of the peace, under the provisions of an Act passed in the eleventh and twelfth years of the reign of Her Majesty Queen Victoria, intituled An Act to foci-» i2vict. litate the performance of tlie duties of justices of the peace out of sessions, within England and Wales, with respect to summary convictions and orders; provided always, that in all cases in which there shall not be sufficient goods whereon any penalty or forfeiture can be levied, the offender may be com mitted and imprisoned for any time not exceeding six calendar months; which said recited Act shall be used and applied, in Scotland and in Ireland, for the recovery of all such penalties and forfeitures, as fully to all intents as if the said recited Act had extended to Scotland and Ireland, anything in the said recited Act, or in an Act passed in the fourteenth and fifteenth years of the reign of Her Majesty Queen Victoria, intituled An Act to consolidate and amend the A cts regulating the proceedings at petty sessions, and the duties of justices of the peace out of quarter sessions in Ireland, to the contrary notwithstanding; and all such offences committed in the British Isles, or in any of Her Majesty's dominions beyond the seas, may be determined, and the penalties and forfeitures and forfeiture of value or treble value recovered, before any justices ...
