For his successors, the sovereignty of Allah continued to exist as a reality, in the sphere of their competence; therein they were the successors of the Prophet of God. The tradition created by the Prophet himself is responsible for the fact that the head of the Muslim State should not be above the law. History shows that the caliphs could always be cited, even by humblest of the subjects, also by non-Muslims, to appear before the courts of the country, from the time of Abu-Bakr (the first caliph) this rule will apply to the true Islamic state
