Since the 1970's, he wrote a daily column in several newspapers. He is the former President of journalist's trade union and former General Director of Turkish Radio and Television. Member of Parliament since 1987,he was the Minister of Culture in 1995. He was member, later President of the Turkish Parliamentary delegation at the Council of Europe where he was as well the Deputy Chairman of the Socialist Group of the Parliamentary Assembly. Minister of Foreign Affaires since June 1997, Cem is considered to have redefined Turkish Foreign Policy.
